- Examines policy issues related to covered bonds, which are recourse debt obligations that are secured by a pool of assets, such as mortgages. Discusses various definitions of covered bonds, and analyzes economic advantages and disadvantages of use of covered bonds compared with securitization. Summarizes H.R. 2896, the Equal Treatment for Covered Bonds Act of 2009, to provide definition for covered bonds and specify regulatory authority of Federal financial regulators for covered bonds; and H.R. 4884 and H.R. 5823, both titled the U.S. Covered Bond Act of 2010, to provide a statutory covered bond framework similar to some European countries. Reviews agency actions on covered bonds, and explains European experience with covered bonds during the financial crisis.
