- Examines historical development of SBA small business management and technical assistance training programs; describes their current structures, operations, and budgets; and assesses their administration and oversight, measures used to determine their effectiveness, and women's business center (WBC) and small business development center (SBDC) finances and their capacity to meet Federal matching requirements and to maintain client service levels. Examines provisions in H.R. 2352, the Job Creation Through Entrepreneurship Act of 2009, and S.Amdt. 4519, an amendment in the nature of a substitute for H.R. 5297, the Small Business Jobs and Credit Act of 2010, both to authorize several changes to SBA administration and oversight of its management and technical assistance training programs, measures used to assess program effectiveness, and funding WBCs and SBDCs.
