Summary:

Examines the purpose and activities of Congressional member organizations (CMOs), and reasons that Members form them. Identifies and describes seven CMO types, presents pro/con arguments for formation of CMOs, and provides overview of historical development of informal CMOs since the first Congress, focusing on their regulation in the House of Representatives.
