Examines history, practice and procedures of the Senate in fulfilling its constitutional obligation to try and vote whether to convict and impose judgment upon judges impeached by the House of Representatives. Reviews impeachment process, and parallels and contrasts this institutional mechanism and the criminal judicial process; discusses rules governing Senate impeachment proceedings; explains preparation of Senate for impeachment trials; describes role of Senate Presiding Officer; examines the use of impeachment trial committees, highlighting procedures of the committee during various stages of its proceedings; addresses both deliberation and judgment by the full Senate; and covers length of Senate impeachment trials, examining in particular whether the use of impeachment trial committees has affected the length of Senate trials.
