- Examines practice and procedures of the House of Representatives in fulfilling its constitutional obligation to impeach judges who the House deems to be guilty of high crimes and misdemeanors; and analyzes historical trends in House impeachment proceedings. Reviews impeachment process; and addresses methods of initiating impeachment in the House, focusing on procedural changes over time and current involvement of the judiciary in identifying judges for whom impeachment may be appropriate. Presents past and current structure and activities of the House investigating committee, explores floor procedures for consideration of impeachment resolutions reported by the investigating committee, and examines House responsibilities in a subsequent Senate impeachment trial.
