Summary:

Examines practice and procedures of the House of Representatives in fulfilling its constitutional obligation to impeach judges who the House deems to be guilty of high crimes and misdemeanors; and analyzes historical trends in House impeachment proceedings. Reviews impeachment process; and addresses methods of initiating impeachment in the House, focusing on procedural changes over time and current involvement of the judiciary in identifying judges for whom impeachment may be appropriate.
