Summary:
Traces evolution of FEMA administrative adjustments to disaster cost-shares for the public assistance program; as authorized by P.L. 93-288, the Robert T. Stafford Disaster Relief and Emergency Assistance Act; though which Federal Government funds at least 75 percent of costs associated with the repair, restoration, and replacement of damaged facilities, and State and local government provides the remainder of expenses. Examines and analyzes timing and frequency of cost-share adjustments; cost-share waivers by program area; specific cost-shares in 1980s and 1990s; Hurricanes Katrina, Wilma, Dennis, and Rita; additional Hurricane Katrina cost-shares; Hurricanes Gustav and Ike and other disasters in 2009; and other cost-shares. Considers corollary issues related to degree of Congressional involvement in disaster recovery.
