- Examines current policies restricting extension of Federal employee benefits to same-sex partners, under the Defense of Marriage Act and other legislation. Analyzes H.R. 2517 and S. 1102, both the Domestic Partnership and Benefits and Obligation Act of 2009, to extend various health benefits to same-sex domestic partners of qualifying Federal employees; and reviews executive branch action.
