Summary:
Provides primer on confluence of transnational terrorist and criminal groups and related activities abroad. Evaluates possible motivations and disincentives for cooperation between terrorist and criminal organizations, variations in the scope of crime-terrorism links, and types of criminal activities used by terrorist organizations to sustain operations. Discusses select international case studies to illustrate range of crime-terrorism convergence and non-convergence. Reviews selected Federal responses, highlighting efforts of the Department of State, Department of Treasury, DOD, Department of Justice, and DHS. Discusses policy considerations, including possible tensions between counterterrorism and anti-crime policy objectives, implications for civilian and military foreign aid, gaps in human intelligence and research, value of financial intelligence in combating crime-terrorism nexus, impact of digital and physical safe havens and ungoverned spaces, and pro/cons arguments for law-enforcement leadership of counterterrorism efforts.
