Analyzes existing data and reviews current literature to evaluate effectiveness of high-deductible health plans (HDHPs) and health savings accounts (HSAs), which are tax-preferred savings accounts used to pay for unreimbursed qualified medical expenses and services not covered by insurance. Describes rules covering HDHPs and HSAs, and examines trends in HDHPs purchased and individual contributions to HSAs. Discusses policy questions, including degree to which HDHPs and HSAs have increased health care quality, contributed to retirement savings, reduced uninsurance, and reduced aggregate health expenditures.
