Summary:
Examines issues related to the Community Oriented Policing Services (COPS) program, created under Title I of P.L. 103-322, the Violent Crime Control and Law Enforcement Act of 1994, to provide grants to State, local, and tribal law enforcement agencies throughout the U.S. so they can hire and train law enforcement officers to participate in community policing. Addresses violent crime and impact of additional law enforcement officers and COPS grants, extent to which COPS hiring grants increase the number of police officers, whether COPS hiring grants are cost-effective, limitation on amount awarded for hiring grants, hiring grant distribution requirements, structural and programmatic overlap of COPS Office and Office of Justice Programs, and whether COPS funding should be appropriated as currently authorized in statute.
