- Discusses FDA failed attempt at regulating tobacco products under provisions of the Federal Food, Drug, and Cosmetic Act; summarizes FDA current tobacco rule reissued to reduce underage smoking and use of smokeless tobacco products; and compares provisions of reissued rule to youth access, advertising, and marketing restrictions that went into effect pursuant to the 1998 Master Settlement Agreement between the States and tobacco companies.
