- Provides overview of international social security agreements with foreign countries for the purpose of preventing gaps in social security protection and eliminating dual social security taxation for workers who have been periodically employed in the U.S. and abroad, by permitting periods of social security coverage under the laws of both countries to be counted in determining workers entitlement to benefits. Discusses effects of agreements on selected provisions of the Social Security Act, addresses concerns raised by some policymakers about the agreements, and covers related legislation in the 111th Congress.
