Provides background on ongoing concerns that USDA has unlawfully discriminated against minority and female farmers in management of its various programs, particularly in its Farm Service Agency loan programs. Presents detailed analysis of legal rulings in Garcia v. Vilsack, involving allegations that USDA unlawfully discriminated against Hispanic farmers, with respect to credit transactions and disaster benefits in violation of the Equal Credit Opportunity Act. Discusses some of the other discrimination cases that have been filed against USDA, and their related procedural and substantive issues; and describes possible options for Congress in responding to the Garcia dispute.
