Provides brief analysis of forces prompting proposals for an optional Federal charter (OFC) for the insurance industry, in which both the States and Federal Government would offer a chartering system for insurers, with the insurers having the choice between the two. Discusses arguments for and against an OFC; reviews H.R. 1880, the National Insurance Consumer Protection Act of 2009, to create OFC and regulatory apparatus for insurance industry; and summarizes OFC legislation proposed in the 107th-110th Congresses.
