- Examines process known as contingent election instituted by the 12th Amendment, in which Congress elects the President and Vice President in the event that no candidate receives the majority of electoral votes. Discusses origins and implementation of the 12th Amendment and contingent election, constitutional requirements and 1825 House procedures for contingent election of the president, and constitutional requirements and 1837 Senate procedures for contingent election of the vice president. Reviews modification of the contingent election under the 20th Amendment and the Presidential Succession Act.
