Examines Title II of H.R. 384, to require the Department of Treasury to spend a minimum of $40 billion of the second $350 billion from the troubled assets relief program on foreclosure mitigation, and H.R. 703 and H.R. 788, all to make other modifications to P.L. 110-343, the Emergency Economic Stabilization Act of 2008. Includes appendices describing mortgage origination and securitization process, net present value test, and obstacles to loan modifications created by second mortgages.
