Outlines provisions and Department of Treasury implementation of P.L. 110-343, the Emergency Economic Stabilization Act of 2008, which created a troubled assets relief program (TARP) to purchase or insure troubled assets perceived to be at root of financial crisis; and reviews changes that would be enacted by H.R. 384, the TARP Reform and Accountability Act of 2009. Examines potential causes of financial instability in general, sources and characteristics of current instability, and how financial instability may spill over into the broader economy.
