Summary:
Examines arguments presented by the National Conference of State Legislatures (NCSL) and the National Governors Association (NGA) to include State fiscal assistance in an economic recovery plan, as well as several opposing arguments to exclude State assistance from such a plan. Considers implications NCSL and NGA proposals might have for economy, reviews issues related to targeting of State fiscal assistance, and discusses pro/con arguments for including infrastructure construction projects in an economic recovery plan. Summarizes provisions of House Democratic leaders economic recovery plan.
