Covers which countries operate SWFs; size of SWF market; and policy issues tied to transparency, governance-related concerns, non-commercial investment motives, U.S. taxation, and existing legislation. Summarizes global response to SWFs, including code of conduct agreed upon in Sept. 2008, by International Working Group of Sovereign Wealth Funds at meetings in Santiago, Chile; and Organization for Economic Cooperation and Development program to establish standards for SWF investment by member countries.
