Explains rationale behind the sharing of terrorism-related suspicious activity reports (SAR) among all levels of Government, and fusing of these reports with other intelligence information. Profiles the nationwide SAR initiative (NSI), which seeks to promote information sharing among Federal, State, local, and tribal law enforcement organizations; and describes how it seeks to achieve this objective. Examines privacy and civil liberties concerns raised by NSI, reviews NSI pilot project, discusses current Administration actions, and identifies other oversight issues for Congress.
