Summary:
Provides legal analysis of Section 803 of Senate Amendment 98, the Senate substitute stimulus bill, which would provide funds for the modernization, renovation, and repair of institutions of higher education. Examines whether restriction on use of funds in Section 803, comports with First Amendment and whether Section 803 could be construed to restrict use of facilities funded by the bill by religious groups in violation of the Constitution.
