Analyzes USDA authority to regulate on-farm activities in context of food safety. Summarizes USDA statutory authorities related to on-farm activities under the Animal Health Protection Act, the Plant Protection Act, the Agricultural Marketing Agreement Act of 1937, and the Agricultural Marketing Act of 1946.
