Summary:
Analyzes 2008 draft California low carbon fuel standard (LCFS) that requires State to reduce carbon intensity of fuels by 10% by 2020, reducing expected lifecycle greenhouse gas emissions from motor fuels, based on fuel energy content. Discusses how LCFS might work, given that draft regulations leave many details to be decided later. Discusses proposals in the 110th Congress to establish similar LCFS on national level; and assesses effects that a Federal LCFS might have on State and national fuel supplies.
