Summary:
Provides introduction to the International Space Station (ISS) and nonproliferation. Explains Section 6 of P.L. 106-178, the Iran Nonproliferation Act (INA), which prohibited payments to Russia in connection with ISS, unless the President determined that Russia was taking steps to prevent transfers of weapons of mass destruction, missile technology, and advanced conventional weapons technology to Iran. Summarizes P.L. 109-112, which amended INA to exempt payments for certain Russian space vehicle flights to ISS, in absence of U.S. space shuttle through 2011; and additional amendments to extend provisions to Syria and North Korea; and to rename it the Iran, North Korea, and Syria Nonproliferation Act (INKSNA). Discusses current plans for ISS, and NASA request for extension of existing INKSNA exemptions for the life of ISS.
