Summary:
Examines technology and administration of the Emergency Alert System, which is jointly managed by FEMA and the FCC in cooperation with the National Weather Service. Discusses modifications to the NOAA weather radio all-hazard network; key proposals for change; an executive order specifying a public alert and warning system; and the Warning, Alert, and Response Network Act, Title VI of P.L. 109-347, which required the establishment of a Commercial Mobile Service Alert Advisory Committee by FCC. Outlines other Federal emergency warning systems.
