Provides detailed county-by-county data for each State regarding the percentage of TV households located in TV markets outside the State and whether there are any in-State stations serving those households. Explains how existing statutes and rules affect the TV programming available to consumers through broadcast, cable, and satellite TV; and discusses potential ways to provide TV programming that better meets the needs of local communities.
