- Discusses Federal guarantees and subsidies to approved private lenders and certain State government entities that make student loans; and summarizes recent concerns that that Federal Family Education Loan (FFEL) Program lender subsidies have been higher than necessary. Examines P.L. 110-84, the College Cost Reduction and Access Act, which cut interest rate subsidies to lenders and increased the proportion of default costs borne by lenders.
