Reviews statute and regulations of the Community Reinvestment Act (CRA) of 1977, which requires Federal banking regulatory agencies to evaluate how each of their regulated institutions meet the credit needs of their low- and moderate-income neighborhoods. Examines opinions on the burdens and benefits of CRA compliance, activity in recent Congresses, current status of CRA compliance, new regulatory rules for 2005, and guidance from banking agencies; and summarizes provisions of the Community Reinvestment Modernization Act of 2007.
