Summarizes H.R. 3970, the Tax Reduction and Reform Act, to provide for various business tax cuts and increases; P.L. 110-28, the Small Business and Work Opportunity Tax Act of 2007, that extended the "expensing" tax benefit for small business investment and the work opportunity tax credit incentive for hiring members of targeted groups; P.L. 110-185, the Economic Stimulus Act of 2008, which provides for further corporate tax cuts; and P.L. 110-234, the Food, Conservation, and Energy Act of 2008, which includes tax credits for producing fuels from alternative sources.
