- Provides background on Senate unanimous consent agreements (UC agreements), which establish procedures for consideration of Senate legislation. Summarizes function and effects of adopting a 60-vote requirement; reviews language and recent increase in frequency of 60-vote thresholds; and provides list of matters identified as having been subject to a 60-vote requirement, as the result of a provision in a UC agreement, from the 106th-110th Congresses.
