Summary:
Examines NATO enlargement in light of NATO summit in Bucharest on Apr. 2-4, 2008. Reviews process by which candidate states are selected, including a sketch of the responsibilities of Congress and allied governments in final approval or disapproval of candidates. Outlines NATO enlargement policy of the Bush Administration, and addresses general political factors for qualification, and external issues, including views of Russia and regional geopolitical considerations. Analyzes conditions in candidate states of Albania, Croatia, and Macedonia; and projects enlargement costs. Considers future prospects of Georgia and Ukraine for NATO membership action plan, a set of guidelines laid out by the alliance for governments that wish to take the next step of becoming actual candidates, which neither country was offered at the current summit.
