Provides background on the State children's health insurance program (SCHIP), which was most recently extended and funded until Mar. 31, 2009, by P.L. 110-173, the Medicare, Medicaid, and SCHIP Extension Act of 2007, which appropriated more than $10 billion to SCHIP.
