- Examines the Federal community disaster loan (CDL) program, administered by FEMA to assist local governments that experience revenue losses and/or increased municipal operating expenses as the result of a presidentially declared major disaster. Describes regulation of traditional community disaster loans under the Robert T. Stafford Disaster Relief and Emergency Assistance Act, and reviews legislation in the 109th and 110th Congresses.
