- Examines Congressional role in enacting legislation to remove barriers to information sharing between intelligence and law enforcement agencies, and to mandate exchanges of information relating to terrorist threats. Discusses legacy of the Foreign Intelligence Surveillance Act of 1978, the need for information sharing between law enforcement and intelligence services, initial Congressional efforts to address the lack of information sharing, and legislative action taken after the terrorist attacks of Sept. 11, 2001, including the enactment of P.L. 107-56, the Uniting and Strengthening America by Providing Appropriate Tools Required to Intercept and Obstruct Terrorism Act of 2001.
