- Addresses direct effects of P.L. 109-171, the Deficit Reduction Act (DRA) of 2005, which provides incentives for States to allow more of the child support collected on behalf of Temporary Assistance for Needy Families (TANF)-eligible families to go to the family without a reduction in welfare benefits. Explains rules that apply to families receiving TANF cash welfare, State "pass-through and disregard" policies prior to, and under DRA; addresses impact of DRA provisions on family income, the States and Federal Government; and considers potential behavioral implications of DRA child support pass-through and disregard rules.
