- Describes section 114 of H.R. 976, the Children's Health Insurance Program Reauthorization Act of 2007, to provide that States that want to expand their State children's health insurance program (SCHIP) coverage beyond 300% of the Federal poverty line (FPL) will receive only the regular Medicaid matching rate, rather than the enhanced matching rate that is typically available through SCHIP. Clarifies application of Section 114 to New York State with regards to eligibility for exception to the limitation on the SCHIP matching, proposed SCHIP income eligibility threshold at 400% of FPL, and New York's continued flexibility to set income eligibility thresholds and to define "income" in SCHIP.
