- Documents evolution in the design of the Lake Pontchartrain project, focusing on how and by whom design decisions were made that may have caused floodwall failures in downtown New Orleans during Hurricane Katrina. Reviews two major design developments: the shift from hurricane barriers at Lake Pontchartrain inlets to higher levees along the lakeshore; and the shift from floodgates at the mouth of the New Orleans stormwater outfall canals that drain into Lake Pontchartrain to higher floodwalls along the length of the canals. Discusses current issues, and provides Lake Pontchartrain project Federal funding from 1965-2006.
