Examines U.S. exposure to tsunamis and earthquakes and the early warning systems currently in place to detect these risks. Describes nature of catastrophic risk and challenges faced by private insurers and reinsurers in insuring such risks. Summarizes historical efforts to implement a Federal program to insure and mitigate risks associated with large-scale natural disasters.
