- Provides background information on earmarks, and reviews the earmark reform provisions of Senate-passed S. 2349, the Legislative Transparency and Accountability Act of 2006, and the substitute amendment to H.R. 4975, the Lobbying Accountability and Transparency Act of 2006, both to require public disclosure of Congressional sponsors of certain earmarks as well as a list of those earmarks. Summarizes Congressional action on the two measures, and compares select provisions in the Senate bill and House amendment.
