Examines the State grant formula authorized by P.L. 109-270, the Carl D. Perkins Career and Technical Education Improvement Act of 2006. Discusses calculation of funds made available for State grants and how FY2006 grants were determined under P.L. 105-332, the Carl D. Perkins Vocational and Technical Education Act of 1998.
