Summary:
Outlines the main objections the U.S. has raised to the International Criminal Court (ICC), which was established in 2002 by a treaty negotiated in Rome under UN auspices to prosecute war crimes and other crimes against humanity. Analyzes the American Servicemembers' Protection Act, enacted to prohibit cooperation with the ICC by any agency or entity of the Federal Government, or any State or local government. Summarizes prospective legislation in 109th Congress related to ICC and war crimes.
