Discusses civil rights concerns and First Amendment issues regarding charitable choice, which expands the ability of faith-based organizations to provide federally funded social services without impairing their religious character or the religious freedom of beneficiaries. Addresses issues concerning nondiscrimination in federally assisted programs and employment practices; preemption of State and local civil rights laws; the exemption of religious organizations from the religious nondiscrimination requirement under Executive Order 11246; direct and indirect aid to religious institutions; and the overall constitutionality of charitable choice.
