Reviews policy issues and legislative proposals related to National Commission on Terrorist Attacks upon the U.S. (9/11 Commission) recommendations for increased assignment of radio spectrum to public safety agencies and improved interoperability of emergency communications systems, and assesses proposals to reallocate a portion of radio spectrum from commercial TV broadcasters to public safety agencies.
