Addresses proposed changes in the Senate "pay-as-you-go" (PAYGO) rule, which stipulates that revenue or spending changes that would increase the budget deficit be offset by spending cuts and/or tax increases, and efforts to establish a similar rule in the House of Representatives. Examines whether tax-cut legislation should be exempted from a deficit-neutral PAYGO requirement.
