- Examines proposal by President Bush to establish a system of voluntary individual accounts (IAs) as part of a reformed social security system, and assesses its impact on employers. Provides overview of employer-sponsored retirement plans, employer administrative tasks involved in implementing IAs, and other issues, including IAs and pension integration, employers' fiduciary responsibilities, possible employer responses to increased cost and employee responses to IAs, and use of Federal employee thrift savings plans as a model for IAs. Includes bibliography.
