- Examines current and proposed safeguards against bovine spongiform encephalopathy (BSE), commonly known as "mad cow disease." Describes domestic safeguards in place prior to the Dec. 2003 BSE incident in the U.S., including import restrictions, the ban on feeding livestock the by-products of BSE-infected animals, and cattle surveillance and testing.
