Reviews the development of Congressional concern and policy approaches regarding terrorism and border and transportation security (BTS) issues. Traces the development of selected programs and policies designed to achieve higher levels of BTS, including the current border security activities of the Bureau of Customs and Border Protection, the Coast Guard, Immigration and Customs Enforcement, and the airline security component of the Transportation Security Administration.
