- Provides background on nature and prevalence of distance education. Examines issues relating to Higher Education Act (HEA) Title IV requirement that institutions of higher education offer no more than 50% of their courses through distance education nor have more than 50% of their students enrolled in such courses to be eligible for Federal student aid programs. Reviews institutional and student eligibility issues, the distance education demonstration program, which waives the 50% rules, and the relationship between accreditation and distance education.
