- Examines issues and policy options related to the Iran Nonproliferation Act (INA) of 2000, which bans U.S. payments to Russia in connection with the International Space Station (ISS) unless Russia actively prevents the proliferation of weapons of mass destruction to Iran. Considers impact of INA on NASA use of ISS, in light of U.S. dependence on Russia for ISS crew services for which NASA will pay Russia a fee, beginning in Apr. 2006, and reviews INA impact on Russian and Iranian proliferation behavior.
