- Examines section 215 of the Uniting and Strengthening America by Providing Appropriate Tools Required to Intercept and Obstruct Terrorism (USA PATRIOT) Act, which amends the Foreign Intelligence Surveillance Act (FISA) to expand the ability of Federal law enforcement officials investigating international terrorism or gathering foreign intelligence information to obtain a court order for access to certain business records, in light of concerns that such expanded powers would permit authorities to obtain a FISA order for access to library loan records or records of library computer use.
